FTID vs General Refund Services?

Hi, I was wondering what the difference was between FTID and a Refund Service? FTID typically is charged as per order bases and Refund Services costs a % fee for order, In most cases FTID is cheaper, so why would I go with Refund Services that cost a % than FTID which costs a cheap fee? (what are the pros and cons of each?)
