Before performing any manipulations with the registry, you MUST make a registry backup. Alternatively, you can do this from the command line:
reg export HKLM hklm_backup.reg
and so on for every branch.
Now let's start tinkering with Windows:
Open the registry editor as an administrator:

We change the permissions of Cortana, to do this, go to the registry branch:
