Is there any way to ensure safety when using external tools?

Is there any way to accurately identify a tool that actually has malware?
antivirus almost always detects it but its really wild :/

The easiest way is virustotal.com, but even then, you shouldn't download tools directly into your PC since some auto-execute themselves after you download them, and they may be really obscured. Virustotal.com would just mark it as safe.
