Possible to locate mobile phone number?

Hello everybody

I have a short question. is it theoretically even possible to locate a mobile phone only by the mobile number? Or is this just Hollywood?

Why does not the police use this method? (Central Europe)

Is it possibly possible, in the Darknet or so, to find someone who can locate a mobile number?

I ask for the following reason:
A family member was raped and beaten 2 years ago. The offender did not appear in court, and was found guilty. There is no trace of him. Noone does know in which country he could be ... However the mobile number of the person is known. He still wrote to the victim sometimes .... And he also told the victim that if you go to the police, he'll kill you. He has a warrant of 8 years.

He could be in Germany, Poland or Switzerland.

I can help you . 80% chance i can get the location . have located many as a black market vendor. Depends if its a burner number then it would be of no use as location would be fake

with the help of the service provider you can find an rough area where he might be. But if he is switching sim cards and phones , it is difficult.
