what have and haven't you tried so far? (if you reply I could possibly give some more stuff to work with)
here's some 2 approaches people I personally know (high achievers) use, different stuff work for different people
1. invest on a blocking apps/productivity app like freedom.to

why paid app/invest? cause then you'll attribute more value to it, it's hard to value free if you don't have proper mindsets to fool yourself hard enough as if you paid for something
2. get an accountability partner or system

an interesting spin on this is:
1. set a goal, set a deadline
2. find someone you trust or a holding service that you can give money to (doubt you'd find one you can trust here), but if you finish the goal within the set deadline, you receive it back, otherwise they actually keep it
if you have no one I could do that for you ok but jokes asides it can work really well
specially cause "away from pain"/not wanting to lose something can be a stronger short-time motivator than "towards pleasure"/gaining something
some minor things that would take more time and effort:
1. learn time management and or learn proper goal setting
2. actually commit to doing what you've just learned - start small if necessary, "one step you can do right now that doesn't hurt"
etc
time management/scheduling is usually underrated cause people think about schedules that they wouldn't actually want to have, even tho the purpose is just to cut bullshit from your day and actually do what's important/urgent for your life and also do things that make you feel alive without letting it eat your time or your mind away
some misc. stuff you could replace tiktok/other bullshit with:
start listening to podcasts on topics that interest you or are beneficial to you, if nothing does then
start studying something
read more (non fiction and fiction) - within boundaries, should be a supplement to your life

maybe look into modern stoicism? start slowly applying concepts until you're at a good place, then do more things that are good for you
there's a lot of things I could type and direct you to, but without knowing what you've tried or what you think about shit like this, it wouldn't be good for me to type a mini essay
just don't forget that only you can put the effort that matters to change your life, don't forget that action overtakes learning/reading/watching stuff
a lot of the shit I've typed is a bunch of obvious shit, but they're always good to keep in mind and actually apply, common sense isn't common practice
