Well in the T.O.S it says you need to add a debit card while u said in the dm's it's "suggested" to add one.

Very device/IP depending too, that's why in the TOS we say to add one, meaning if I send you the TOS and tell you to read it over and you ask me if it's necessary to add one, it's not necessary... but highly recommended/suggested.
