Additional Information: sent him 21.5$ cashapp for 20$ btc and then I ask for link and he says "networks conjested bro it hasnt left coinbase it should in a bit, its the whole network" then 1 hour later he sends link that does not work at all then says "no wrong exploerr it should be completed" and I still didn't get anything. Then i message him no response
