For the sake of simplicity, I will be consolidating factual evidence which is derived throughout this dispute as well as potentially overlooked factors that should be brought into consideration when formulating the verdict.
They have already provided the buyer with a replacement, to which they have also received 0 results on; which leads me to further believe my theory that the buyer(s) web requests to their login server are being filtered and/or blocked.
The seller has already accommodated the buyer even through their belligerence. The buyer is not correctly performing the task which they purchased the seller's product for and thus are not receiving accurate results from their product. The buyer is limiting their provided statistical data to a test pool size of an incredibly low number (2). The buyer utilizes ad hominess attacks and disregards information when presented to them, as most if not all of their complaints were stated to them before having bought the product from the seller.
Let it be noted that my verdict is not the deciding factor in this dispute, and should not be taken and/or regarded as having being/been the ultimatum of this dispute. The final say is not to be given by me, and this post is only to serve as consolidation of information, potentially overlooked factors, and my personal opinion on the matter. The reasoning for the compilation of this response is to provide aid in the final decision for resolution of this dispute.
- The seller replied to the buyer's statement in which the buyer clarifies the target(s) to be "usa" specifically informing the buyer that the product they would be provided would be "mixed" indicating that the list would not be limited to the region stated by the buyer.

- The seller has displayed admirable transparency throughout communication with the buyer. The buyer was made aware of the details which they are arguing throughout this dispute before having bought the seller's product. The seller blatantly informed the buyer that the product would not be solely for those targets.

- The buyer neglected the use of proxies when performing checks against the target(s). Indicating that the buyer has sent upwards of one million (1,000,000) web requests to each of target(s) web server. Most modern websites would have blocked, or filtered the incoming influx of web requests from the buyer's IP being used to route these web requests under.

- Failed attempts could be easily due to the lack of proxies which is showed in the above image. An invalid login attempt would be incremented under the field 'Invalid', as it has succeeded in being checked and returned the response of the check being invalid/incorrect login details. A fail would be indicating that the request was not able to be successfully checked for if the combination of login credentials provided are correct or incorrect.
- There are no proxies being used, as there is 0 being shown for all proxy related fields.
- The buyer is running these checks over the concurrent usage of 200 threads, which is resulting in there being upwards of 33,000+ requests per minute against the target(s) login web server.

- The likely hood of the buyer's forward facing IPv4/6 address having been filtered and/or blocked by their target(s) web server's firewall is significantly high.
