Additional Information: I paid one year of YouTube Premium, on Oct 10. He enrolled the account I provided in the free trial, which ended after a month. I opened a ticket on Nov 13, had to threaten with opening a dispute multiple times, before he finally "fixed" the subscription, on Nov 22. He enrolled the account in YouTube Individual Premium, not Family which is what I paid for.
I opened another ticket on Nov 22, he said he would have to contact google for a refund. I had to go and find out that you don't need to apply for a refund, he just needs to enroll the account in Family Plan, and a prorated discount will be automatically applied. Even after I supplied this information, he has not resolved the issue.
He has not responded to pings in the ticket, always says he will fix tomorrow whenever he does respond. At this point it has been over 2 weeks since I opened the first ticket, almost 3 weeks that I don't have access to the service I paid for, I just want a refund.
