Send steam gift card to a friend ??

Hello,

I had a steam account in russia for years while living in france.

To add money to my steam account I send gift cards via another account in France (send gift card to a friend)
And the conversion is done automatically.

Following the problem with Russian, I changed the region of my account to Turkey.

But the system of sending a gift card by a friend does not work. (it is blocked in Turkey) So forced to buy on third party sites which costs an arm and a leg.

So I want to know if I go to Argentina if this system of sending a gift card by a friend from another country works or not?
