Well technically there's a transaction, but it's not so "legit" considering that he underpaid - and by consequence he never got the product so he didn't make use of your service at full.
I'm not sure if a vouch can get counted even if the user hasn't fully made use of the service (or in this case, hasn't at all because he never received the accounts due to the underpayment). As I see it that's not a really valid vouch. |
