Level 3 verification was the only thing guaranteed as I recall, all of the accounts were delivered with level 3 verification, I am not refunding nor replacing them.

Recall all you want, i asked prior to buying is direct deposit enabled? the answer was yes. There is no such thing as enabled when they dont allow u to buy crypto. This is on the screenshot,u cant deny that i asked it. More than that u said u can activate it urself, but when u activate it asks for proof of funds, which ultimately proves my point.
I dont give a damn if u refund or replace, but i will win the dispute and u will get ban or refund it anyway. Goodluck
