I understand you use common sense to solve deal disputes here, but please pay attention to this key parts:
This user agreed to the terms we set, and that is crucial.

For every 10 cards, we agreed on providing 2 for replacements. Once those cards leave my hands, they’re his responsibility. 
We did a test run of 10 cards, and we agreed that no matter what happens, he would pay for 50 cards.
I would give him an extra 10 cards to sell, keep, or use for replacements. 

Why this is important and why you should give it attention: This is important because he chose to put those 10 cards in his stock. His way of offering replacements is through store credit. So if a customer has an issue with a card, he gives them another one, effectively burning through my stock of valid cards!

Also, pay attention to this: the amount he claims to have sold is false. Regardless of what he shows, there is proof from the checker that more than 48 hours later, even more cards he claims to have sold are still active.He’s sitting on a clean profit of $600, while he’s burned through most of my cards and now refuses to pay. He’s made $600 in pure profit from this, and yet he’s backing out on what he owes!
