It only takes a few steps
1. Download the adobe creative cloud from links below.
2. Create or log into your adobe creative cloud account.
3. Click TRY on adobe Photoshop, it may take a bit
4. Search Adobe Photoshop in your cortana (sorry apple) and right click and hit open file location.
5. Drag the .dll file into it
6. Done, Photoshop for life.
