The Ministry of Digital Development introduces additional criteria for recognizing software as Russian. Now, in order to get into the register, the software system must be compatible with two Russian operating systems.

A draft resolution on additional requirements for software in the register of the Ministry of Digital Development has been posted on the Federal Portal of Draft Regulations. One of the key requirements for recognizing software as domestic is compatibility with two Russian operating systems. However, if we are talking about the software component of the PAC, compatibility with one Russian OS is enough.
This requirement will be introduced gradually. For virtualization tools and office applications, it will begin on June 1, 2025, for cloud maintenance systems and storage software — from January 1, 2026, for industrial software — from January 1, 2027. The terms for software products that are already included in the register of Russian software will be determined by the Ministry of Digital Development individually.
The tightening also applies to the inclusion in the register of developments of captive IT companies developed for the needs of parent structures. They can be included in the register only if there is no analogue there. To obtain preferences in public procurement (the "second odd man" rule), additional criteria are also introduced. This is confirmed compatibility with domestic processors (at least one, from 2028 with two), domestic browsers, and, if development tools are available, the absence of restrictions (for example, sanctions) on use by Russian entities.
According to experts, the main beneficiary of the latter requirement is the Aurora OS, since the Android SDK, which is used by AOSP-based operating systems, does not meet this criterion. "Non-compliance with additional criteria will not lead to exclusion from the register, but their implementation in the future will give an advantage in public procurement," the press service of the department said in response to a request from Kommersant.
These norms were recorded in the order of the Ministry of Digital Development, which was issued in August 2023, but never came into force. As a result, as of October 2024, only half of the software included in the register of the Ministry of Digital Development met the requirements for compatibility with two Russian operating systems.
