An idea how to scam PayPal - is this working?

Hey, i had an idea, how to scam PayPal. You could create two PayPal Accounts, you could make an payment of for example $100 to the other account. Now spend the money on the other account. After that chargeback the money, so you get the money back to your first acccount. The other account will have negative balance.
 
 
What can happen, i mean when u use an rdp, vpn with kill switch and tor browser, you are safe, right?

I mean in Germany somebody hacked many politicans and doxed them, he made an advent Calender and leaked each day private data of the politicans, he just got caught because his vpn hadn't an kill switch!


And i dont think the NSA will help PayPal because of a few hundred dollars lol
