That's basically a red flag. Meaning that Paypal's automatic systems detected something on your account. Not sure how you used it, but you either received or sent too much money in short period of time, especially if your account is new.

If you created an account recently, I suggest you to slow down on sending/receiving money.

I created more than 20 Paypal accounts in my life and 19 of them got limited. I have my own now and I'm taking care of it by carefully receiving/sending money and logging in ONLY from my different Windows account. You can look up Paypal stealth guides to understand their algorithms.

PayPal replied me and told me to try again after 48 hours. 

The PayPal account is actually receiving over 300 transactions a day and now new. 

It is just so many things together.

I think having a different Windows Profile to open PayPal helps, but never tried it out.

By the way, I used like 6 to 7 PayPal in my life already. I have some experience, too. :)

By the way, I do not use PayPal stealth. Only real cousin accounts etc.
I'm just starting day 2 of this 'payment can't be processed' problem. Hopefully they'll fix it soon. I emailed support (because I was on hold for 2hrs just for it to hangup) and they told me their was nothing she could do, that I need to wait 24hr - from today. Who knows when it'll.

I Had the exact same situation, weirdly enough i removed my payment methods, added them back (and verified them) waited just over 72 hours not trying to request/send money.
All went well after.
Try not to login using different devices/locations this can also trigger the system.
Honestly at the moment all you can do is be patient and wait.
Everytime you try send money and you get that message you do realise the hold on the account can keep increasing.
I'd stay safe and wait some time, it can be painful but worth it.

Or you could try message them and get slightly rude, that works when you're pissed off sometimes lmao.
