Well, first of all I want to say that my suggestion if you don't have any pre-knowledge of programming, that you shouldn't start with C# .
C# offers a number of features, such as automatic memory management and the so-called garbage collector mechanism to free up memory. It supports data encapsulation, inheritance and polymorphism and includes native support for COM technologies (component-object model) and windows applications. Download latest Visual studio (not vs code but only vs) and when it prompts you package installer pick C# for desktop development, then start coding simple programs. You can start on some samples from internet and then progress on your own, Visual studio has a big advantage in coding because it has great auto completion so when you learn basics it can help you a lot.
