Additional Information: I was gonna buy a revolut eu bank acc and right after payment he suddenly wasnt home so he said "I will send in 2h okay?" and I said no its not okay so he said that he can refund and is ghosting me since then lol. He is obvs just trying to win some more time to scam others.

Its been 2 hours and still no product delivery nor refund. He came back just to say "told you I was busy. You shouldve just waited 2h." And surprisingly 2 hours are gone and nothing from his side only words.
I dont want the account anymore and I'm asking him for refund because all of it just seems fishy because he said he is gonna be home in 2 hours and I told him just to refund because I'm gonna pay him when he is ready to deliver. But guess what he ghosted me for 2 hours and now after 2 hours he still hasnt refunded.
