Most vulnerable node in an organization is the humans who work there therefore to target an agency you have to target the agents
Find emails, twitter accounts, instagrams of people who work there
Try and craft pdfs with Trojans and/or worms and send it to them, make it look professional not pajeet level (all respects to my brothers in asia)
One thing to mention is that in many cases relatives use the propriety of the target so it will be a bonus point for you to access their devices to get more data and/or hack the target through them/their accounts.
Most likely, servers and databases have their passwords randomly generated and people can’t remember random passwords so what they will usually do is write it down in .doc, .docx, .xlxs, .txt files, if you get remote access to a device make sure to back these up ….
