Hiring someone to make a clipboard hijacker for android

Basically i've seen before a rat or malware that after installed it changes the crypto address copied by the victim..

What i need is something similar something to spread in android phones and whenever a 20 digits number is coppied it replaces it by one of my chosing when the victim past it.

The 20 digits number is always like this:
007999900xxxxxxxxxxx

Is it possible and how much will it cost to do it?
