Holy Paladin question (returning player)

Hello guys ! Just back to wow after 3 years, I love healing as paladin I'm still lvl110 ilvl162 (still a noob, i know), but my heals feels so weak, I have this feeling whenever I run a random or heroic legion dungeons. I mean, even spamming flash light and holy shock like a crazy it isn't enough, takes me like 5 flash lights to decently heal someone... I don't have this problem on my shaman his heals are so strong lol.
Is it normal? Are holy pallys all about crit and gear? Do I need like 430ilvl + to have a decent heal output? Because it's really sad when I dont get a crit heal ??

I've never played holy pally before, but I always go to icy-veins as my source for how to git gud. Anyway isn't shadowlands coming out soon? All your gear is about to become obsolete so I wouldn't stress it so much for now.

I have never acted like a saint before, but I always go by the source of how I go on the ice. Does the shadow come out quickly? Your devices will be turned off, so I will not put too much pressure on it now.

 Paladins heals are on the weaker side outside of your healing cooldowns compared to other healer, but stupidly strong when you do have these cooldowns ready. Even though it shouldn't take you that much to top someone, so i'm going to say your gear probably has abig impact too.
