The police in Moscow detained a homeless man who, after checking the databases, turned out to be Vyacheslav Chikalin, the former vice-president of Evrazbank and former chairman of the board of directors of PAO Sol Rusi. Chikalin, who was wanted for theft and fraud, said that he had been "homeless" for a year, but officially serves in the Russian Armed Forces and even participates in the SVO. He came to the capital on vacation, just to visit.
The man was detained during a document check near the Teply Stan metro station on November 28, but this became known only now. The biometric facial recognition system used by the police showed that he was wanted.
After checking, it turned out that the detainee's name is Vyacheslav Chikalin, he is 53 years old, he is wanted for fraud on an especially large scale, committed by an organized group.
He had already been convicted in a case of embezzlement of more than 4 billion rubles from the Transportny bank, and before that he held the position of vice president of Evrazbank and chairman of the board of directors of PAO Sol Rusi, a notorious financial pyramid whose victims were mainly pensioners.
According to the Regnum agency, the former top manager gave contradictory information about himself to the police.
He said that he had been homeless for about a year. However, he was serving in the army as a corporal and was participating in a special operation as a shooter.
The latter turned out to be true. A TASS source in law enforcement agencies confirmed that Chikalin signed a contract with the Defense Ministry.
“After investigators work with the man, he will most likely return to the SVO zone.”
How a billionaire ended up in a pretrial detention center, and then in the SVO.
The personality of Vyacheslav Chikalin can be called remarkable in its own way. In the mid-2000s, he was simultaneously the vice-president of Evrazbank and the warden of the parish of the Church of the Transfiguration of the Lord in the capital's Belyaevo microdistrict. And then he turned out to be a participant in the financial pyramid of the Sol Rusi company, which attracted money for the construction of a salt plant in the Nizhny Novgorod region, but the enterprise never started working.
In 2018, Chikalin was arrested and sent to a pretrial detention center. As Kommersant wrote, he, along with the chairperson of the board of Transportny Bank Elena Pletneva, were accused of embezzling more than 4 billion rubles from Transportny, which, according to the investigation, they, along with other accomplices, received in the form of loans using forged documents.
The case stated that Chikalin was “responsible for selecting individuals to whom the bank was to issue obviously non-repayable loans, as well as collecting forged documents to obtain them.”
The case involved more than 20 people who were recognized as victims of fraud - loans were issued in their names to finance PJSC Sol Rusi.
In 2019, BFM.ru, citing a ruling by the Ninth Arbitration Court of Appeal, reported that PJSC Sol Rusi and its related subsidiaries were just part of a fraudulent scheme for illegal enrichment.
One of the deceived citizens, pensioner Evgeny Sharamonov, bought shares in PJSC Sol Rusi in January 2017. When signing the documents, he was promised mountains of gold: both a high interest rate and the fact that he would get his money back in a year. The fraudsters claimed that a salt mining plant would soon be built and the development of the Belbazhskoye deposit would begin. But it turned out that the company had no profit, no interest was accrued, and construction never began. A year later, no one wanted to buy back the shares. The pensioner lost 2.5 million rubles.
In March 2021, the Meshchansky Court of Moscow sentenced Chikalin to seven years of imprisonment in a general regime colony with a fine of 800 thousand rubles. Judging by the fact that he is currently listed as a member of the SVO, he did not serve his sentence in full, having signed a contract with the Ministry of Defense.
