How can proxies be made?

I see alot of proxies being posted. I know that proxies are just different IP accesspoints but each IP must be assigned by an ISP right?
So how do some companies create immense amount of proxies? 
Like I don't think ISP's create 9000 new IPs at a time xD
Regardless, It's pretty cool how proxies can work.

It depends - mostly companies are given a block of IPs that they can use as they want. There are also 'residential' proxies that basically forward your connection through someones home IP as well.
