How to do amazon refunds for unlimited times

Hello, I have created new amazon account since I think it's unsafe to use same account for all refunds, I used RDP and new digital card but account got on temporary hold instantly after placing order (I couldn't unhold it), can anyone help me with that or with any way to do refunds inifinite times, any information would be valuable.
