I have been hacked I think? Can anyone help me out? New to the board!

On 15th of July I downloaded some git repos and tried some email encryptions but unfortunately I started to feel that someone been monitoring me or controlling my device.  As I was in a hurry I let it slide, but yesterday, my PC got corrupted and won't start up for unknown reason, and stay stuck at BIOS, I thought it was some CMOS issue or RAM issue but it was not, I removed them, cleared them but still the windows won't start and stay stuck at loading screen, then I tried restoring my PC to an old snapshot.

Than after I realized that a new email been added to my windows 10 account with email [email protected] and I did a whois search but couldn't find much about it. I tried re-set over microsoft and then I realised that I been hacked and someone tried adding their clouddrive to export my data to theirs and so on.

Can anyone help me find this dude, I would not mind paying for it, I have available funds to get onto him, I just need to know who this guy is who just got into my system!

And, searching website after website, I came across this board, hope anyone be able to help me out here.

Just Format the C Drive and Install new windows. If you are after the person who hacked you, ask for some cyber-security expert if you have in your area.
To some extent the following might help to see who has admin access of your PC.
1. Click on Start Menu and search for "Computer Mangement"
2. Go to "Local Users and Groups", then "Users"
3. Then look at the right hand side of the Screen, this will shows all the accounts, whether disabled or not.
     i. The Red "down arrows" are disabled accounts, the other "Down arrows" are built-in accounts and don't have to worry about them.
     ii. Compare the accounts to your start menu account. If any account in the computer management is there but not in the start menu local account, then this is the RAT (Remote Access Tool) Admin Access. Wipe the PC Completely and Install a fresh Windows.
BTW the thing Kapone was talking about is the Malware spreading Group and sell people's data once they hands on someone's PC. Their LOGS, their Username:Passwords, their Emails addresses, their search history, browsing history ETC. Install a new windows and don't give them extra time to get what they want
