Impose a ban on people re-posting same content again and again!!!

there should be a ban on people who repost same old data and links again and again and mentioning that new data has been released. -_- 
There must be something to stop this. 
Admins must look into this.

There should be a more suitable way to get to the content, too. It's imposible to comment properly if i don't know what kind of content the post has.
