@KSZ let trial mods ban exit scammers

It happened today, trial mods were unable to enforce a ban on an exit scammer since they do not handle deal disputes. This should be altered; if trials discover an exit scammer, they should be allowed to ban them immediately without questioning

edit: If trial mods are a significant risk, at least find a way to get exit scammers banned faster. Using solely @Liars for deal disputes is problematic because if he's offline, exit scammers have more time to scam more people
