This is a small tool called "Extractor" from a company called "Nova Software" (does not exist anymore).
This tool was very helpful for me in the past.
What this tool does is it scans a file for known patterns and can then extract files contained within the input file.
E.g. you have a *.dll-file that has resources such as icons in it. Put it into the "Extractor" and it will (in many cases) extract the icons for you.
This works with literally any file as input.
