Everytime I upload my phishing script I made it gets reported straight away from FRAUD ACTION

I use different domains and hosting however I do I prevent this

I used incognet because someone told me they don't care about phishing pages but clearly they do

But how does FRAUD ACTION get alerted as soon as I upload?

I think you need to put anti-bots in your page code, try it and see if it solves the issue.

you need Anti-bots ( that block the crawlers from getting into your site and check the links and codes inside it and report it )
also you will need bulletproof hosting + offshore domains

but the most important thing is to validate your e-mail/numbers list cuz the invalid ones can also get you red flag
