Prevent bumping cooldown abuse

Users can bump their threads on cooldown.
If nobody has replied on thread yet, then all you have to do is delete your last message on thread
and post anything like 'blah blah' or 'bump'. Bump cooldown gets revoked and u get bumped again on cooldown  .
If someone has already replied on thread its easier, because u just type anything and it gets bumped

Make it so you can reply after another person replies
otherwise it will edit your current message below the old message

There might be 20-30 bump limit per day, something like 5-10 sec cooldown only make it worse
