Now Choose the country that you put in the account and click on the button,
Now just fill the form with the Fitbit acc owner's name, and put a random phone number and a random address from the country selected!
Now just wait 2-5min and you will receive an email with the "Reference Code", copy the number
Now go to https://myhelp.fitbit.com/s/devicedisable, put your code and click on every box, to deactivate the device
After the last step, you need to wait for the refund confirmation email. (Fitbit is having issues sending the emails)
**If you don't receive the email in 2 days, contact them in the live chat or just call them.
**You can do this UNLIMITED times

I bought 25 accounts and 11 of them have already been used by someone. All used accounts are made under the Netherlands.  I left a ticket and wrote to the seller in private messages, but he does not answer. Most likely I will create arbitration.
