If you don't already have one make an eBay and Paypal account
Purchase any bundle you want, this is the one I did "6 LEGENDARY VIP Random Steam Keys Worth Value + 84.99$"
Redeem the codes on your Steam account
Go to the Resolution Center on Paypal, select the key transaction, start a claim, then select "Item not as Described" then for "Item Issues" put it as Other
Just type like $3.49 or however much you bought them for in the Refund Requested, then you basically just say how it's against eBay's TOS/Rules and some other bs like most of the keys didn't work.
After you have done this you want to open the claim and immediately escalate it so Paypal starts investigating because 9/10 the seller won't even respond at all. I've done this method 7 times and every single time the case resolution has been decided in my favor
