After you give somebody feedback and after remove it and you wanna re-rep them again, it will not let you, it will just send you here about:blank#blocked , not sure if it is a bug, but it is pretty annoying.

It simply prevents spamming someones inboxes with reputation messages I believe

Probably a filter setup to prevent spam, just contact the staff team if you want to re-rep someone that you already given a rep to
