Description of dispute: User offered an amazon gift card code $50 worth for $20 but did not deliver and agreed to refund me

Paid on the 15th March and user stopped communication on 2nd April, inbox is full
I have posted on his sales thread but no response.....
from April 2nd till now 18th April the user logins in everyday and has also been posting new threads but is ignoring alerts
I have been very patient and in no way disrespectful to the user
Admin/ Mods please help
