To summarize things up, he crypted my silent miner and said that it would be undetected by windows av by just crypting it. After purchase and receiving  the crypted exe it ended up not being undetected by windows av so I asked for a refund. He then Mentioned that I have to add a certificate to it which wasnt part of the deal or mentioned before.
When I asked for a refund @rainbow starting getting very very mad, cried in the shoutbox on c.io, threatend me that he'd get me banned on c.io for leeching and so on.
After I threatend him opening a dispute, he purposely only sent 14.27$ to refund instead of the 14.81$ that I have sent him. His argument was that LTC dropped since I sent him the money, that makes no sense thought since it has risen since the april of 2st.
he declined sending the rest, thats why I am opening this dispute

As already mentioned, not the full amount of money that I sent for the purchase was refunded, you also clearly said that my rat would be ud by windows av after crypting it. The crypted version clearly wasnt ud by windows av.
