Even on a stealth PayPal account, you should be able to receive 25$ without any problems. Imo the distributed account was bad.
I understand why you would think that but here is what happened: the account was created from a whole new PC, fresh residential proxy, I added the card, couldn't add bank account but that's normal (checked with other sellers), and I called the customer service who then after I passed the security check (SMS code and 4 security questions from public records) helped me link the bank account. Now, for Paypal, that's a FRESH account that hasn't been created for more than 24 hours + bank account hasn't gotten confirmed yet and he already received a payment on the account. This was then blocked by Paypal's security system and asked for documents. If he confirmed the bank account first and possibly aged the account for a day or two I'm confident enough to say he wouldn't have this issue. He knew the account was FRESH and the bank account has gotten confirmed yet, but still decided to receive money on the account, which shouldn't be on me.
Also, if anything, why should I cover your lost balance on the account? That's just not gonna happen, refund the person who sent you that money. This was a business account, it's a known fact that Paypal pays much more attention to business accounts meaning from the security side since they're used for accepting credit/debit card payments, etc., unlike personals.
