Additional Information: Wanted to do trade with this user, sent him a money and after few minutes he changed his mind, wanted to get a full refund, he didnt send anything back went offline and doesnt respond on my messages. Just want to get a full refund.

First of all may I know why you didn't show the ENTIRE conversation. Our initial deal was for $213 in PayPal for $180 btc. This can be seen here: https://prnt.sc/w119bw which for some reason he didn't include in his report. The buyer then proceeded to send me $205 he said that PayPal took fee's. At this point I felt that something was wrong and wanted to cancel the trade. We had a set price and since he couldn't honor it. I decided that it wasn't safe to continue the trade. I've sent him a refund for $205 on PayPal. But he wants $209 https://prnt.sc/w11atc He think's that I'll cover the fee for some dumb reason. In my TOS I state that I don't cover any refunds whatsoever as seen here https://prnt.sc/w11bf7 so this is a $4 scam report. PayPal shows a confirmation screen before sending the money so the buyer knew that he was sending me $205 and didn't inform me before paying. For some reason I guess he thought I'll give him $180 in btc after losing $10 in PayPal since the original deal was for $213 PayPal. He got the $205 I see no reason as to why I should pay for money that I never had.
