On the other hand, a responsible seller should also be able to refund since he hasn't delivered the product yet.

Finally someone smart on the forum.  
The OP told me that he was going to pay me the rest of the money in 2 days. What he didn't tell me is that I have to give him the method. After the transaction he told me: "I will give you the rest of the money when I get it with the method." And I told him no, that he has to give me the remaining money before sending him the method. But he behaved like a kid and blocked me. And now he don't want the method anymore, but it's too late for a refund, I already spent her money.
