Additional Information:

I bought a 40$ cracked account from him he claimed it will work for selling with it and he will provide a guide to use it. The account got locked after I tried to sell with it, he claimed it was because of the PP account that I used but this is just an assumption from him he has no proof to that. The PP account that I used was a new UK business account with all of its information confirmed with real data, CC, phone number etc, it was never used with any other ebay account.
The PP account seller is a reputable seller with thousands of PP sold, these are the sellers words. 

"✢We Have Sold More Then 2,460+ PayPals CA & US & UK & RUS At Our Good Reputation
✢Over 112,828 Views on Our thread with many Vouches." 
If an account like this wont work from a seller like this then I dont know what will.

I specifically told MrKronos at the start that I want to use these accounts for selling, he said "YES" I will be able to use them for that.
He says he will give a guide that has everything to be able to use these accounts now everything means everything, well apparently a "good" PP account service is missing from his guide which means unless you have a "good" source of PP accounts you wont be able to use them. I still dont know to this date what a "good PP" would be, and hes also unable to give a seller that will work with his accounts.
I show him proof of the issue then he immediately blames the PP seller for it.
He wanted proof from the PP account seller, when he finally contacts him he doesnt say who he is and the seller thought its some random guy asking information from him so that didnt go well.
I show him proof of what the PP seller said about this whole situation, but hes still saying the same stuff over and over again, not addressing the main point that he promised everything is in the guide and I will be able to sell with the account which didnt happened at all.


So in conclusion he fails to deliver on what he promised (which is me selling with his accounts) and not giving any solution for it (which is a "good PP"), there is no point for a replacement because it will probably wont work either since he is not providing a PP account selling service that works with his ebay accounts for selling so I just want a refund at this point.

You claimed that your guide contains everything, it didnt contain a source to get PP accounts that works with your accounts.

" Also pp account be verifed by VCC." Okay, whats wrong with that? Majority of PP sellers do it like this.

This is not true at all, I wanted to give you chances so we can work this out but you are just repeating the same stuff over and over again, today after asking for like a 100 times you suddenly come up with some kind of PP seller of yours that sells PP accounts for 150$ basically 3-5 times the usual market price, now cmon its ridiculous to buy a 150$ PP account for a 40$ ebay account, its way over my budget and also there is still no guarantee that too will work.
"Its weird when client refuse all tried fairly options." What fair options? I already explained multiple times because of the current situation there is no point of a replacement, only fair option for at the moment is a refund, you dont want to understand it.

As for moral of the story maybe next time dont claim things that you dont provide or be very specific on what you are providing and what you arent, not like this just to be able to sell your stuff...

I forgot to mention I also bought the 30$ proxy he recommended me to use with his accounts which is now lost money since I didnt get anything out of the ebay account, now I dont look compensation for that but full refund for his ebay account.

I already explained, its useless. I dont have a source for "good PP" accs so it will probably get locked again.

thats not his fault, its upto him what he want to offer either a refund or replacement. however if it gets locked again due to your paypals, thats not his concern. he is selling ebay and not paypal accs, i have used stealth ebay accounts for years, you dont have to link your paypal, just enter a paypal email on the listing page and it works fine.
