Amount or Item(s) Scammed: 40$ cracked ebay account

So,I bought an ebay account which has 867 feedback and his most expensive one.He told me that he bought the account from owner itself which is the rubbish thing anyone can say to scam people.Obviously he can't provide proof as no one in his right mind sells his account for few dollar.Anyway,We had a deal of $40 instead of $45 as I told him about my current situation.I was going to buy 2 but bought one as dur to current situation as I lost my job due to covid-19.So back to the scam,So after i bought,He told me to not do anything in it for 3-4 days which was weird but i agree and didn't even change pass or anything for a whole week.I tried to put paypal after a week but it gave me this error http://imgur.com/gallery/CpdTeuF and when i asked him he told me I fucked up when literally for whole week,I didn't do shit and didn't even touch anything then to avoid scam report he started talking about vpn that I should have bought the paid vpn even knowing that i couldn't afford it and didn't told me before buying but still I was using hma vpn which he also agree is a good vpn but deleted the chat.He literally scamming people by giving them already locked account and told them to not use it for 3-4 days so that he can say they fucked up.I thought i was in wrong and I really believed to his lies and told him I will not open scam report but after researching about this dude,I found out taht he is a well known sscammer.He already had a scam report open by another user and he got -rep too by some other user too whom he probably scam.In the end,I am really heartbroken as I lost $40 btc and in my country $40 btc is a lot and it become harder in these quarantine time.So i please hope that you people take some action anf help me get my money from this scammer and ban him permanently so that he can't scam other.I even told him you scammer told me a very good lesson to never let my guard down and he think I complimented him.Please help me admin in these hard time,I beg you
