Amount or Item(s) Scammed: $10 epic games new account that is not processing payment

Additional Information: The seller Saqopa has lied to me he said to pay him in advance for india steam account and then after 3 hours he said he was unable to do it and he could not offer any refund. So i had to buy his other services and bought a turkey epic game account however epic games have put a restriction lately on new accounts for epic games and you are unable to pay via vpn. I am trying to settle with seller but he is being uncooperative saying that the account is fine since i am able to log in and its not his fault the payment not going through. I used turkish VCC and my UK one i also tried razor gold and it still giving me an error but the seller is saying its my fault.
The turkish VCC cards add to the account fine but when purchasing it would give an error. I know it not my cards fault because i have tried it on my other account which is a 4 year old account which is also a turkish account and all my cards work when purchasing so i know the problem is with new accounts.
The seller has added his own card saying it works but the problem is via purchasing not adding card and he is trying to make me pay an extra $15 dollars for turkish VCC even though i tried my own turkish VCC and it still doesn't work. I would just like a refund since the account i have is useless since i can't do anything with it.
