Set a minimum value to giveaways

Without this suggestion, the giveaway section will stay low quality.
People willing to do multiple big giveaways are penalized, while this section will still be flooded by LQ giveaways.
I believe that members who agreed on Playboy's thread have enough of LQ giveaways. The new change will not prevent it.

This thread is closed to prevent brain dead members to spam on it.
Until it gets an answer from a staff member (no tmods), this thread is still an active feedback & suggestion.
