First of all, I don't know if someone ever has suggested this. If not, check this out;

Wouldn't it be good to add a report button for users in the shout box? Or make users (like me) shout box admin or something? Hackerman

There are moments that admins/staff/mods aren't online so people post ads or other things in shout box and it doesn't gets removed.
