[Suggestion] Add a QuickReport Button for Shoutbox

Simply add another Button next to the "D" Delete and "E" Edit Button like "R"
where people can easily report People without having to visit their Profile and then Reporting
them there.

Just thought this could speed up some things even though it just saves a bunch of Clicks
