When trying to change cover photo the requirements say (below),  is this a bug or are we not allowed to have covers anymore?

Your background image appears behind your profile photo in the introduction card on your profile.
The maximum dimensions for profile pictures are: 1920x1080 pixels.
The maximum file size for profile pictures is 1.000 KB.
You are currently using an uploaded profile picture. If you choose to use another one, your old profile picture will be deleted from the server.

C.to follows the system which uses dot in place of , to denote the thousands. That error probably means nothing more than 1 MB
