Supreme Add cooldown for plebs - give smods perms

Add cooldown for plebs  like 1 min or increase post limit to 40 and 2 weeks
This is really needed, leechers post 10 times and spam SB

@florain we know sb perms cant be giben to specificcc users and only UGS so i recommend u give smods perms to ban ppl in sb ( cause tmods mostly offline in the early time)

sb cant give perms to sp, users and only mod ugs, so smods can get perms but not we users
