There are a couple things that could be causing this issue. Either your permission to utilize this ability has been revoked by an administrator or your settings aren't allowing you to receive messages. This seems to be more of a permissions issue so your best bet would be contacting a site administrator about the issue.

Make sure the following setting, click here to be brought to that settings page, is enabled.
