Reporting my last and only negative rep on my profile

Explanation of your interaction:
He approached me to sell 100 Nulled credits
Made the deal, all went fine, I bought his credits, even made jokes and all that, tried to be as cordial and polite as possible.
My wallet had an error, could not send the payment for the credits right away, it took literally 5 extra minutes.
Send the credits and even said sorry for the 5 minute delay. After this guy just insults me and -reps me......what is this guy problem?
He did the same on nulled and here, plus here he has a -20 rep count that he can abuse whenever he wants, which he obviously does at any point:

Anyways I tried to approach him to solve this like mature people, his response can be found in the thread linked above.

I am still open to this, I offered him my apologies even tough I have nothing to apologies FIRST about.

Ok, so he clearly is refusing to act like a normal human being

He is very obviously abusing the rep system, can any mod enforce the 11th rule of the forum please:
"11. Abusing the any stat system, likes,reputation,vouches system is prohibited, this includes activities such as trading or demanding likes/reputation/vouches/any stats. Doing so will result in a temporary suspension and getting your likes wiped."

As long as you can please remove the only negative rep on my profile left by him I would do my best to avoid him.
