ok well the concern is valid, but let me tell why it isnt possible:-
1) leechers are the main traffic for your content, if you check ur threads or any accs/combo threads u see the major reply contribution is from leechers. and well the actual definition of a leecher is the guy who leeches content without contributing anything back to the community i.e c.io, but many people take it in a wrong way thinking, leechers are people who dont like, and for a majority the actual leechers are the people who got ranks coz they can actually access hidden content without replies or anything. so the better thing is to restrict them which they do by allocating 15 posts perday ig.
2) if what you are saying will be implemented, then people will abuse it just like rep and vouch system, people will report each and every small thread just to increase count, which will make it more hard for t-mods, and even if they try to get back to forum by posting a ban appeal then it increases the work load on @Liars or anyone who deals with bans and shit.
3) if someone is legit leeching to the core, they will be banned somehow, i get it there are many unbanned, but compared to banned leechers, the count is less, so someday in future they will banned too! not a big deal! :D

1) user is banned by leechometer already.
2) we tend to warn users instead of blindly banning every leecher.

i am sure you too will be unhappy if you were banned for a rule you didn't follow without any prior warning.
